HINN Overview


All Nebraska hospitals have the authority, under 42 CFR 489.34, 411.404 and 412.42 c.1,  to issue pre-admission/admission notices of non-coverage to beneficiaries or their representatives informing them that the care they are receiving (or are about to receive) is not covered. CMS requires all hospitals to provide a copy of all pre-admission/admission HINN letters that are issued to CIMRO of Nebraska within three days of issuance. The content of these notices is monitored and appropriate follow-up initiated, when indicated.
 
The HINNs are not considered official Medicare determination unless CIMRO of Nebraska concurs with them.  CIMRO of Nebraska is required to review HINNs when requested to do so by hospitals or beneficiaries or their representatives. CIMRO of Nebraska is also required to review HINNs in all cases where the beneficiary has incurred liability.
