STAR Overview


Home Health STAR LogoThe Centers for Medicare & Medicaid Services (CMS) has developed a Web-based tool to help homecare agencies set clinical targets for publicly reported quality measures.

The Setting Targets - Achieving Results (STAR) site provides homecare agencies a secure, confidential method of selecting yearlong targets. Homecare agencies can set up a password secure account and set targets or goals for the publicly reported measures.  Benchmarking reports will be available to compare the agency’s performance against the average for Nebraska, national average or the national percentile ranking.  The site also includes a link to CMS’s current guidance for accurate scoring of OASIS items. 

Because targets are intended for the agency’s internal quality improvement processes, agencies will not be evaluated based on their achievement of their set target/goals.  Additionally, targets will be shared in aggregate form only and will not be used by either state survey and certification agencies or CMS.

Steps to setting up your Home Health STAR account:

  1. Obtain your agency’s HH STAR key code from CIMRO of Nebraska.  Contact Paula Sitzman at 800-458-4262.
  2. Go to the HH STAR Web site at www.hhqi-star.org
